Is my too small?

my hasn't been growing fast at all and i was wondering if it is too small. with an , it's only 3.5 inches. i'm not sure if i've actually hit puberty yet—i have a lot of pubic hairs around it and a lot of armpit hair, but i haven't hit any sporadic growth spurt (i've been growing steadily and i'm not short) also, my voice hasn't deepened, but it cracks occasionally. is it too small, and will it grow bigger?
