What project or undertaking does not have any type of goals or timelines?

Republicans of this year calim that creating timelines and such undermines our military and does not allow for us to "win". my question is, what other area of life would people spend a trillion dollars and not set up deadlines, timelines and benchmarks tied into using that money?
